The layer is designed to support the implementation of the Upper Smoky Sub-Regional Plan<\/SPAN>. <\/SPAN>The Upper Smoky <\/SPAN>S<\/SPAN>ub-<\/SPAN>R<\/SPAN>egional <\/SPAN>P<\/SPAN>lan <\/SPAN>categorizes roads in two different ways <\/SPAN>(primary and transitional),<\/SPAN> and<\/SPAN> assigns this classification to all formal disposition roads and provides specific guidance for each. Primary roads are formal disposition roads that have potential to remain in use, or be newly constructed, and form the foundation of the road network in the Upper Smoky sub-region <\/SPAN>.
